Replaces tab indents with an extra linebreak.
Also adds / to the start of command usage.
Neither of these changes affect messages to the server console log.

Fix commands in party chat, re-add optional positional item quantity to give command, error out and print usage if excess arguments given to give command

i was going to make commands plugin specific but then decided against it
