Rough code, not based on permission.

* add new command (unlimitenergy):toggle energyusage for each player while  energyusage is ture in config.json

Now the spawn command is: spawn <entityID> [amount] [level(monster only)] <x> <y> <z>(monster only, optional)
The coordinate is optional
