Optimize multilingualism (using variables)

Add multilingual support

* Fixed `/setstats hp` without changing the max hp.

The Max HP should be modified.

* Add `/setstats mhp` to set Max HP

Limit the avatar level given by "/givechar" command.
If avatar level >90, the game will freeze if open the character interface.

Level should be **lower than 16**
